If you are looking just to design a simple website without any data base functionality then dreamweaver would be fine. However, if you are looking to connect your website to a database such as Access, MySQL, or SQL Server, I would suggest either .Net and Visual Studio Express or PHP and a good PHP editor (you can find a few at http://www.php-editors.com/)

i think you must start layouting your design using photoshop…than you can use dreamweaver adding your contents and making your website.
after that you can publish your website using a free hosting service like:

I use Dreamweaver, but you will need a basic knowledge of html to get a good result. If you can find a host with an easy to understand interface then use that, it'll make your life easier.
