I thought goggle upgraded their system to have a street eye level view of surroundings or streetmap.

some areas have less zooming than others. when its starts to get blurry it means that that is the highest power of magnification you can get in that spot. other times it can be that your computer is still loading the images.

Depends on where you are zooming, the speed of your internet connection.
Some Google Earth images are not as clear as others, these will be updated later on, but as you can imagine detailing the world is a major task
If you are using a slow internet connection the images will take longer to develop.

There are a couple of reasons. Everything you see is a result of multiple contributions by several agencies and the pictures they took of some places were not as important as others.
Places with high populations get first priority and cities like LA, NYC, or London are really clear right down to the car parked in the driveway.
But someplace like Backwater, Kansas, might show up but the detail won't be so you can do a close up view. There aren't any people living there to speak of and so less important to the mapmakers.

In some areas they don't have the satellite photos needed to provide a high res image in every location

Yes..Make sure you have the latest version!!
If you want to see your house , type the name of street on the top left and you will fly there..Or, you can just double click on the globe and it will zoom in..
Here is some cool close ups and latest Google Earth.

It does start to get fuzzy some places when you get real close and others are still blurry!!

One thing people forget and get confused with is that while google earth uses satelites to take the far away pictures the close up ones are done using a plane.Yes that is the truth belive it or not.One of the reasons you dont have great close ups is to stop terrorists using it to plan bombs and such!
